To create a service

I am a new android developer, trying to create a service that gets an icon as SIRI in Ios which when pressed opens an app which takes up half of the screen width and can be moved either to top end of the phone or bottom end!! Any solution?

Should the app overlay other apps or are you trying to move this 'half screen view' around inside your app?
