Best Sim card for traveling Europe

I live in the US and will be going to Germany, Czech Republic, and Austria for two weeks. What is the best sim card to purchase? I don't like 'upgrading' my plan to international as it is overpriced for what I get.

There are no more roaming charges in Europe. Any card purchased in Europe will work in every country as long as there is credit
