Gray ticks on chat but blue ticks on message info...no time or date listed. Was the message read or not?

Gray ticks on chat but blue ticks on message info...no time or date listed. Was the message read or not?
If the ticks are gray, it means the message wasn't read yet. And the blue ticks on message info must have the time and date to make sure it was read.
