Can you clarify for us what new version you're hoping to download? I assume you mean the newest version of Android. If it's available for your phone, you can go to Settings > About Phone > Check for Updates and see if there's anything you can install.
Beware, though: The latest Samsung updates are legendary for how bad they are, so you might want to wait until things get fixed.
