I had a similar problem with my Droid mini. Ended up going to the Verizon sales rep and he had to call Motorola tech services.
The problem with my phone was the new Google Play Service has a glitch that kept my phone from completely booting up, so I was locked in a perpetual start-up/boot mode.
My phone is now on airplane mode and I was instructed DO NOT UPDATE Google Play service...this puts me a bit of pickle as many apps like to use it.
