After Factory Resetting stuck at language selection screen - Samsung Galaxy S3

Hello,

I have problem in restoring factory setting for my Samsung S3

I have problem when trying to select the setting button always get the unfortunately settings has stopped.

So with no other option i have done the Factory rest and its successful but i am now stuck at language selection screen and when i try to select any language still i am getting the same message unfortunately settings has stopped.

Please let me know is this a software or Hard ware problem.
