Accessing Android API from within Unity3D

I have read in a couple of Unity3D forum posts that it is not possibelt o access (for example) camera API on an Android device via C# code from within another application like Unity3D.

Is this really the case? Is it then not possible to turn on the camera flash light automatically through Unity3D code if you have deployed/built a Unity3D app to an android device that would need to scan something?
