The app that i want to buy is a little bit more expensive than i have money on my Google Play Store account. When i wqnt to buy itvit shows me thatvit will use my mobile carrier billing, but 8'am not sure if it will just take rest of the money that it needs or use whole amount without taking money from my play store account

If that app cost more than you have in your account, then you should be talking to your mom and dad about this!
If Google finds out that you are only 8 years old they might close your account completely.
