Why can't I send a PM on this site?

I got this message: "Sorry... In order to protect our users from unwanted emails weʼve set a daily limit on outgoing emails. You have recently reached that mark today. The daily limit increases with time and depends on your number of posts. Despite this, you can always respond to users who have sent a message to you."

But I haven't sent any emails, so is my daily limit ZERO?

Some websites and platforms have a daily limit on outgoing emails, even if you have not sent any emails. This is done to protect users from spam and unwanted emails.
