Must haves on the phone
- Zero lag when swiping the screen.
- Android ice cream sandwhich 4.0
everything else doesnt really matter. one idea was the htc one v .

Zero lag? Your gonna need a good dual core or quad core tablet. For 300USD, you might be able to get your hands on Samsung Galaxy Tab 10.1 (used) the Orignal Eee Pad from Asus, or a Motorola Xoom. They are all dual core tablets from tier 1 OEMs.
I have a quad core Transformer Prime that costed way more than 300USD, but for the most part its lag free. Best option is still rooting it and installing an optimized ROM for best tablet performance. You could also wait this year for the Nexus tablet, which is rumored to be quad core, running ice cream sandwich, and under 300 US dollars. |

Thanks for the input, looking more for a mobile phone (cell phone). Was wondering has anyone had an experience with a htc one v or any other android phone within the €300 or $350 range.

At that price range, you can get a Galaxy Nexus new on eBay. I have one and HIGHLY recommend it.
