This is a theme (like a skin) for GO Contacts EX, it will not open on its own. You must install the free contact management app "GO Contacts EX" and apply it.
To apply theme:
Menu > Themes > Ultimate Honeycomb 2: Electric Blackout Theme > Apply

Love it!! A must have if you like this theme. Complete with matching Go Launcher EX theme, Go SMS Pro theme, and a clock.

Excellent! Dam good! Better U. I in this baby! Nice color tone as well, but needs tweekin ;)
