The application has access to the following:
Phone calls
read phone state and identity
Allows the application to access the phone features of the device. An application with this permission can determine the phone number and serial number of this phone, whether a call is active, the number that call is connected to, ect.
Network communication
view Wi-Fi state
Allows an application to view the information about the state of Wi-Fi.
view network state
Allows an application to view the state of all networks.
full Internet access
Allows an application to create network sockets.
System tools
change Wi-Fi state
Allows an application to connect to and disconnect from Wi-Fi access points, and to make changes to configured Wi-Fi networks.
write access point name settings
Allows an application to modify the APN settings, such as Proxy and Port of any APN.
display system-level alerts
Allows an application to show system alert windows. Malicious applications can take over the entire screen of the phone.
change network connectivity
Allows an application to change the status of network connectivity.
automatically start at boot
Allows an application to have itself started as soon as the system has finished booting. This can make it take longer to start the phone and allow the application to slow down overall performance of the phone by constantly running.

limit number of running processes
Allows an application to control the maximum number of processes that will run. Never needed for normal applications.
Storage
modify/delete SD card contents
Allows an application to write to the SD card.

Allows the application to control the vibrator.
Other
android.permission.READ_EXTERNAL_STORAGE
Does not work with jelly bean, kept rebooting.
You do not have to reflash Rom or factory reset to stop this.
All I did was boot into recovery and wipe cache and dalvik cache and I did fix permission just incase.
When my phone booted up I clicked into the lbe app then settings, then I turned off active protection service
which stopped the rebooting and allowed me to uninstall. It worked for me and once this app works with jelly bean will leave a honest rating.
P.S or just boot into safe mode and remove like Ricardo mentioned earlier.
