Can I play an audio clip for someome on the phone?

I want someone who calls me to hear a dial tone to make them believe that I just hung up the phone. As it is, when the "line" goes dead, they figure that they just lost the signal.

On a similar note, I would like a dial tone to play for me when the line does go dead so I don't continue talking into empty space.
