A speaking clock that uses speech synthesis to announce what time it is. Announcement interval is adjustable.Features:

Supports 24 hour/12 hour clock
Option to enable silent hours, where no announcements will be made. Set a start and end time.
Option to speak AM/PM for 12 hour clock
Runs in the background
Set announce interval by:
Every minute
Every five minutes
Every ten minutes
On the quarter hour
On the half hour
On the hour
Option to repeat announcements.
Set volume and speech rate for the spoken voice.
Setting for allowing/not allowing announcements when in a phone call.
Setting for allowing/not allowing announcements when the phone is in silent mode.

good and bad IT ONLY WORKS ABOUT 25 PERCENT OF THE TIME, NO MATTER WHAT U DO IN THE SETTINGS :( ITS SAD, CUZ WHEN IT WORKS, ITS A NICE APP TO HAVE...................NEW UPDATE, THE TIME ANNOUNCE ONLY WORKS IF U HAVE THE ICON IN THE STATUS BAR, SUCKS WASTE OF SPACE

Works great no voice lagging. Nice app, clear with svox and no voice skipping very good with svox Grace TTS engine. But no longer can find the sVox TTS Engine, so kind of useless on ICS 4.0.4. Please fix?

Time announces even in silent mode. Manually turned off media volume, this app turns it back on to announce the time. Missed the refund timeframe :-(

really nice I have been looking for a time announcing program that stays resident in the phone so that it always works. This one so far is working really nice. Good Job...I really needed an app like this at work to remind me of the time without looking
