Yes. What is likely happening is that the apps you have installed are updating/syncing information over the internet, using up data. This is normal for apps on Android, and most other OSes. However, if you have no data plan with your phone, this is very bad for you.

Using any kind of data on your phone without a data contract is a big waste of money. They charge a bunch of money for a small amount of data. If you want to use the phone's data connection, it will be cheaper in the long run to buy a data plan. Otherwise, stay off of the 3G network and use Wi-Fi or WLAN. You can do this by downloading an app like APNdroid to disable your data connection.
