Rooting a phone allows you to install a custom ROM onto a phone that has whatever version of Android on it you like. For instance, if you find a Gingerbread ROM for your rooted Android 1.6 device, you could install a Gingerbread ROM after some work.

I can tell you this, rooting and installing a custom rom is not something you wanna do unless you are sure of what your doing. You must be sure your installing the correct rom for your device, even then there is a chance you could ruin your device if it is not done correctly.
